About the Center

The Center (CESIS) deals with the issues of training foreign citizens at GUMRF and their stay in the Russian Federation.

Main activities of the Center of Educational Services for International Students:

Information and administrative support for foreign applicants regarding admission to the university;
Interaction with recruiting companies and participation in events to attract foreign citizens to study at the university;
Participation in events for the admission of foreign applicants (acceptance of applications for study, conducting preliminary expertise of education documents, providing consulting assistance in the legalization of education documents, working with the Education in Russia portal – obtaining a scholarship from the Government of the Russian Federation);
Conclusion of education contracts for training under the educational programs of the university, issuing invoices for payment under education contracts, accounting for income from paid educational activities for training foreign citizens at the university;
Issuing orders regarding the movement of the contingent of students from among foreign citizens under the main educational programs of the university and under the supplementary education program for foreign citizens, monitoring the current academic performance of foreign students;
Compiling and maintaining a database of foreign students, issuing certificates, correspondence with organizations to confirm the enrollment of foreign citizens at the university, preparing statistical and other reports, responding to requests from education authorities and educational organizations;
Processing personal files of foreign students, preparing and transferring documents upon expiration of the current storage period to the university archive;
Processing documents required for entry into the Russian Federation and exit from the Russian Federation; extending the period of stay and issuing multiple-entry study visas for foreign students; interaction with the subdivisions of the Ministry of Internal Affairs of Russia regarding the legal stay of foreign students in the Russian Federation;
Assistance in the adaptation of foreign students to the new sociocultural and educational environment;
Financial planning, justification of cost estimates and establishment of rational prices for educational services for foreign citizens;
Organization, control and methodological support of the training process under the supplementary education program for foreign citizens «Pre-University Preparation», profile «Russian as a Foreign Language»;
Conclusion of civil law contracts with the teaching staff involved in the supplementary education program for foreign citizens «Pre-University Preparation», profile «Russian as a Foreign Language»;
Maintaining relations with foreign graduates of the university and assisting in their professional development.

Admission Rules for Foreign Citizens

Admission of Foreign Citizens to the First Year

Foreign citizens have the right to apply for all fields of study under the main educational programs of higher and secondary vocational education.

The General Admission Rules for the 2026/2027 academic year are posted on the official university website in the section Applicants – To the Admissions Committee Website – Admission Rules.

Admission of foreign citizens to Admiral Makarov State University of Maritime and Inland Shipping (GUMRF) is carried out:

On a general basis within the general competition for state-funded places

Foreign citizens from countries that have international treaties with the Russian Federation, in accordance with Russian legislation, can be admitted to study on an equal footing with citizens of the Russian Federation.

In accordance with Article 1 of the Intergovernmental Agreement on granting equal rights to citizens of the states - participants of the Treaty on Deepening Integration in the Economic and Humanitarian Fields dated March 29, 1996, regarding admission to educational institutions, approved by the Resolution of the Government of the Russian Federation dated June 22, 1999 No. 662, namely:
- citizens of the Republic of Belarus;
- citizens of the Republic of Kazakhstan;
- citizens of the Kyrgyz Republic;
- citizens of the Republic of Tajikistan.
In accordance with the Intergovernmental Agreement on cooperation in the field of education dated May 15, 1992, citizens permanently residing in the territory of the Russian Federation (possession of a valid residence permit of a foreign citizen in the Russian Federation), namely:
- citizens of the Republic of Belarus;
- citizens of the Republic of Kazakhstan;
- citizens of the Kyrgyz Republic;
- citizens of the Republic of Tajikistan;
- citizens of the Republic of Armenia;
- citizens of the Republic of Moldova;
- citizens of Turkmenistan;
- citizens of the Republic of Uzbekistan.
In accordance with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education (Resolution of the Government of the Russian Federation dated February 2, 1994 No. 43):
- citizens of Georgia permanently residing in the territory of the Russian Federation (possession of a valid residence permit of a foreign citizen in the Russian Federation).
Foreign citizens and stateless persons who are compatriots* residing abroad have the right to receive higher education on an equal footing with citizens of the Russian Federation, provided that they comply with the requirements stipulated in Article 17 of the Federal Law dated May 24, 1999 No. 99-FZ "On the State Policy of the Russian Federation Regarding Compatriots Abroad".

Foreign citizens can apply to GUMRF based on the results of the Unified State Exam (USE), as well as based on the results of internal entrance examinations conducted by the university independently (in the absence of valid Unified State Exam results for the corresponding subject). Citizens of the Republic of Belarus can also use the results of centralized testing (centralized exam) in subjects corresponding to the subjects of entrance examinations.
At the expense of the federal budget through the quotas of the Ministry of Science and Higher Education of the Russian Federation

The quota of the Government of the Russian Federation for the education of foreign citizens and stateless persons, including compatriots residing abroad, is an opportunity to study under educational programs of secondary vocational education, higher education and supplementary education programs for studying the Russian language in Russian educational organizations at the expense of the budget of the Russian Federation, that is, for free.

Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary allocations in accordance with the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (Resolution of the Government of the Russian Federation dated December 18, 2020 No. 2150 "On Establishing the Quota for the Education of Foreign Citizens and Stateless Persons in the Russian Federation").

For information on obtaining a scholarship within the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation, you should contact the Rossotrudnichestvo institutions abroad and/or the ministries of education of the country of residence.

For places under contracts for the provision of paid educational services

Foreign citizens can apply to GUMRF based on the results of the Unified State Exam (USE), as well as based on the results of internal entrance examinations conducted by the university independently (in the absence of valid Unified State Exam results for the corresponding subject). Citizens of the Republic of Belarus can also use the results of centralized testing (centralized exam) in subjects corresponding to the subjects of entrance examinations.

After successfully passing the entrance examinations, a contract for the provision of paid educational services is concluded with foreign applicants applying for paid study, and an invoice for tuition payment is issued^*.

*Tuition fees are accepted only in rubles.

Persons holding citizenship of the Russian Federation are not considered foreign citizens in accordance with the following legal acts:

Clause 1, Article 2 of the Federal Law dated 27.05.2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";
Clause 1, Article 10 of the Federal Law dated 28.04.2023 No. 138-FZ "On Citizenship of the Russian Federation".

The provision by a foreign applicant of false information about citizenship and/or the enrollment within the framework of entrance examinations of persons holding citizenship of the Russian Federation is a violation of the procedure for admission to an educational organization. Based on Clause 2, Part 2, Article 61 of the Federal Law dated 29.12.2012 No. 273-FZ "On Education in the Russian Federation", in the event of a violation of the procedure for admission to an educational organization, which entailed the illegal enrollment of the student through his fault, educational relations may be terminated early at the initiative of GUMRF.

Methods of submitting documents:

Documents can be sent to the university in electronic form using the super service "Admission to University Online" through the federal state information system "Unified Portal of State and Municipal Services (Functions)" (EPGU);
In person - acceptance of documents required for admission is carried out at: St. Petersburg, Dvinskaya St., building 5/7 Liter A, 2nd floor, office 251;
By mail (marked "admission documents") to the address: 198035, St. Petersburg, Dvinskaya St., building 5/7 Liter A, Admiral Makarov State University of Maritime and Inland Shipping.

Documents required for admission:

Copy of the identity document (the document on the basis of which you plan to enter the territory of the Russian Federation in case of admission);
Copy of the notarized translation of the identity document (pages with a photo, last name and first name);
Copy of the education document with a transcript indicating the subjects studied and grades (scores), as well as a notarized translation of these documents into Russian, if they are not entirely in Russian. (the education document and transcript must be legalized in the prescribed manner, i.e., an «apostille» or consular legalization stamp must be affixed (if the legalization procedure is necessary);

When applying on a general basis, a compatriot provides to the main package of documents, in accordance with Article 17 of Federal Law No. 99-FZ, copies of documents* confirming:
- citizenship of the USSR, civil affiliation or lack thereof at the time of presentation – for persons who were citizens of the USSR;
- residence in the past in the territory of the Russian State, Russian Republic, RSFSR, USSR or Russian Federation, corresponding civil affiliation when leaving this territory and civil affiliation or lack thereof at the time of presentation – for emigrants;
- direct lineal descent from the specified persons – for descendants of compatriots;
- residence abroad – for all specified persons.

*List of documents submitted by compatriots to confirm their status:

birth certificate of the applicant's parents confirming their birth in the territory of the Russian State, Russian Republic, RSFSR, USSR or Russian Federation (original and notarized copy with translation into Russian if necessary);

applicant's birth certificate (original and notarized copy with translation into Russian);

documents confirming the permanent residence of the applicant and his parents abroad (original or notarized copy).

Tuition fees for higher education programs and training programs for scientific and scientific-pedagogical personnel for foreign citizens in the 2025/2026 academic year

Supplementary education program for foreign citizens «Pre-University Preparation»

Foreign citizens who do not speak Russian or have an insufficient level of Russian language proficiency are accepted to the supplementary education program for foreign citizens "Pre-University Preparation" with the profile "Russian as a Foreign Language" to study at the university under the main educational programs.

Training under the program is carried out under contracts for the provision of paid educational services.

Foreign citizens who have fully completed the curriculum and successfully passed all examinations receive a Certificate of completion of the supplementary education program for foreign citizens "Pre-University Preparation" of Admiral Makarov State University of Maritime and Inland Shipping (hereinafter – GUMRF).

The cost of training under the program in the 2026/2027 academic year is 190,000 rubles^*.

*Tuition fees are accepted only in rubles.

Deadlines for applicants to submit documents: from June 20 to August 20.

Procedure for submitting documents

To consider the possibility of your study at our university, you need to do the following:

Send a copy of your national passport (all pages) with a translation into Russian of the page with personal data. The validity of the passport must be at least two years from the date of application for study;
Send a copy of the previous education document (the translation must be certified at the Embassy or Consulate of the Russian Federation in the country of issue of the education document);
Send a medical certificate confirming the absence of medical contraindications for study and stay in the territory of Russia for a foreign citizen, with an examination date no more than three months before arrival at the university, as well as a vaccination certificate and their translation into Russian;
Send the result of a chest X-ray (fluorography) taken no more than a year ago, and its translation into Russian.

After reviewing the application form and submitted documents by the Center administration, information about the selection results will be sent to your email.

If your candidacy is approved for study at GUMRF, you will be sent a letter with an attached study contract and a tuition payment invoice. You need to sign the study contract, pay the tuition fee and send scanned copies of the signed contract and the paid invoice to the email address:

! Without payment of the tuition fee, an invitation to enter Russia is not issued.

The invitation to enter Russia will be sent to your email address within 30 days.

After receiving the invitation, you must apply to the Embassy or Consulate of the Russian Federation in your country to obtain an entry study visa.

The university provides one bed space for a student in the dormitory.

Additional expenses in the territory of Russia:

Cost of living in a dormitory – from 4,500 rubles per month;
Cost of a voluntary health insurance policy for a foreign student (medical insurance, VHI policy) – from 5,500 rubles per year;
Passing the mandatory procedure of dactyloscopy (fingerprinting), photographing and passing a medical commission of the Ministry of Internal Affairs (police) for all foreign citizens entering the territory of Russia for a period of more than 90 days – from 10,000 rubles;
State duty for a multiple-entry study visa – 1,920 rubles; state duty for temporary registration – 500 rubles;
Meals – at your own expense.

Information for foreign citizens planning to study and studying in Russian educational (scientific) organizations about the possibility of obtaining a Temporary Residence Permit for the Purpose of Education (TRPE)

Since January 1, 2023, in accordance with Federal Law dated 14.07.2022 No. 357-FZ, the following can apply for a TRPE:

Foreign citizens studying in a state or scientific educational organization of the Russian Federation in full-time form under the programs: bachelor's degree; specialist degree; master's degree; postgraduate studies.

Advantages of TRPE

You will be issued a TRPE for the entire period of study and an additional 180 calendar days.
You will receive a visa for the entire period of validity of the TRPE.
You will be able to study and work on the basis of a TRPE.
You will get the right to free medical care under compulsory medical insurance (CMI).

* Please note - you have the right to stay in the GUMRF dormitories only until the end of the study period, as indicated in your study documents. Obtaining a TRPE does not extend your stay in the dormitory outside the study period.

Restrictions of TRPE

The TRPE is valid only in the region of issue.
If you work and study, the employment contract is subject to termination upon expiration of the TRPE.
In case of your expulsion from the University or transfer to a part-time/correspondence form of study, the TRPE is annulled (ceases to be valid) and you will be obliged to leave Russia within 15 days from the date of expulsion.
The TRPE will be annulled if you stay outside the Russian Federation for more than 6 months (in total during a calendar year).
Repeated (2 or more times) bringing to administrative responsibility within one year is a ground for deprivation of the TRPE.
An application for a residence permit can be submitted only after completing your studies.

You have the opportunity to apply for a TRPE if:

You have no financial indebtedness to the University (no indebtedness for tuition and dormitory).
You have no criminal record for committing a grave or particularly grave crime.
You have not been brought to administrative responsibility within one year.
You are not a consumer of narcotic drugs or psychotropic substances.
You do not suffer from one of the infectious diseases that pose a danger to others.
You have not been subjected to administrative expulsion or deportation outside the Russian Federation.

What documents need to be collected for issuing a TRPE

Application (2 copies).
Applicant's passport and notarized translation of all passport pages (for those entering the Russian Federation without a visa).
Photograph 3.5 x 4.5 mm.
Certificate of no criminal record issued in the country of citizenship or the embassy of your country (for those entering the Russian Federation on a visa).
Certificate confirming the fact of study, extract from the enrollment order, accreditation and license of the university).
Document confirming payment of the state duty.
Notification of registration with the migration register (registration).
Migration card.
Results of medical examination and mandatory state dactyloscopic registration.

IMPORTANT: All documents drawn up in a foreign language must be translated and notarized in the Russian Federation.

To apply for the public service of issuing a TRPE, foreign citizens have the right to apply to the Department of Temporary Residence Permits and Residence Permits of the Migration Department of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region at: St. Petersburg, Krasnogo Tekstilshchika St., building 10-12, liter D (2nd floor).

Procedure for the recognition of foreign education in the Russian Federation

Recognition in the Russian Federation of foreign education and/or foreign qualifications is understood as the official confirmation of the significance (level) of education and/or qualifications obtained in a foreign state in order to ensure their holder's access to education and/or professional activity in the Russian Federation, granting their holder academic, professional and/or other rights provided for by international treaties and/or the legislation of the Russian Federation.

Holders of foreign education and/or foreign qualifications recognized in the Russian Federation are granted the same academic and/or professional rights as holders of the corresponding education and/or qualifications obtained in the Russian Federation, unless otherwise provided by international treaties on mutual recognition.

The decision on the recognition of foreign education and/or foreign qualifications is made by the Federal Service for Supervision in Education and Science (Rosobrnadzor).

Recognition in the Russian Federation of education and/or qualifications obtained in a foreign state (hereinafter – foreign education and/or foreign qualification) is carried out in accordance with the international treaties of the Russian Federation regulating the issues of recognition and establishing the equivalence of foreign education and/or foreign qualification (hereinafter – international treaties on mutual recognition), and the legislation of the Russian Federation.

Based on the Federal Law dated December 29, 2012 No. 273-FZ "On Education in the Russian Federation", foreign citizens who have newly arrived for study must undergo the procedure for recognizing their education documents and submit to Admiral Makarov State University of Maritime and Inland Shipping upon admission a Certificate of Recognition of their Education issued by the authorized body of Rosobrnadzor – FSBI "Rosakkreditatsiya" (Moscow). ! IMPORTANT: Without undergoing the recognition procedure upon admission to the 1st course, foreign citizens are accepted on the basis of international treaties and agreements, the list of which is indicated on the website of FSBI "Rosakkreditatsiya" – http://nic.gov.ru (in the column on the right side – "International treaties on mutual recognition").
